I love the idea of this guy being loyal to a fault to his sworn brother, and his boss and yet is used as a pawn of a bigger scheme. Half thanks to plot circumstances in 4, and half due to the RGGS writers and their silly twists. I'm very interested with how they'll develop his character in 8. Its too spoilery to explain (just play 7) but he has similar bad luck to that of Nishiki, only its written better. Second is probably Ichiban, because he's the eternal "loser" in so many respects. Its hard to really sum up in a sentence, you'd need to play the game, but he's written brilliantly. He gets excellent character development throughout the entirety of Kenzan, and has a happy ending snatched away from him so that he could save Haruka and Kojiro. Kiryu/Musashi in Kenzan might be my pick. To the point where you had other characters acting very out of character just to beat him down more. They did a good job fleshing him out in 0 but went far too over the top with his circumstances in Kiwami. And Ryuji got hit hard in RGGO in the exact same way but at least that's an mobile game that no one outside of Asia played (its also mercifully not canon). The writers even admitted it as they didnt think anyone would want to play as the real Majima (you know, a crazy Yakuza) so instead they butchered his character in 0. The only tragic thing about Majima is how they flanderized his character so bad in 0 compared to the rest of the series.
